Why can't I add a motin detector to my dusk to dawn fluorescent flood lights?

Who says you can't? Sure you could - provided you're willing to ante up the cost.
Incandescent bulbs  are switch start opposed to fluorescent which are ballast start.  The photocell used in a "dusk to dawn" or "motion detector" application would need an electronic  programable ballast - something the these motion detector light fixtures lack. 
If you're serious about this application, it can be done.
